PREQUALIFICATION FOR GEC

GoTriangle is requesting Statements of Qualifications (SOQs) from experienced and qualified multidisciplinary firms to provide General Engineering Consultant Services for the Durham-Orange Light Rail Transit (D-O LRT) Project. GoTriangle will use a two-phase procurement process to select a General Engineering Consultant (GEC) to deliver technical and professional services for the D-O LRT Project. Phase I will be a prequalification process with a goal to shortlist a minimum of three consultants. Phase II will be a Request for Proposals (RFP) process to select the most qualified consultant to perform the services. To obtain a copy of the Request for Qualifications (RFQ) for prequalification document, interested firms may request copies of this RFQ in Adobe Document Format (PDF) by sending a request email to firstname.lastname@example.org.
SOQs must be received no later than 3:00 p.m. (ET) on, November 16, 2015 at GoTriangle’s Administrative Office located at 4600 Emperor Blvd., Suite 100, Durham, North Carolina, 27703. Notice of Intent to Solicit Technical & Professional Services for the Durham Orange Light Rail Transit (D-O LRT) Project
The purpose of this notice is to provide an update to consultants and contractors concerning future procurements associated with the Durham-Orange Light Rail Transit (D-O LRT) Project.
Over the past several weeks, GoTriangle and supporters of the D-O LRT Project have worked to seek a solution to the $500,000 state funding cap for light rail projects that was placed in the state budget.
While efforts to remove the cap were not entirely successful during the regular session, the State House passed an amendment to remove the cap and restore funding programmed for the project through the data driven Strategic Transportation Investments law. This amendment to Senate Bill 605 passed with strong support, and the bill is eligible for consideration in the short session that will convene next spring.
We remain confident that the funding cap will be addressed in the future, and are grateful for the support we have received for the Project. We continue to believe the D-O LRT provides the best transportation solution for the Durham to Chapel Hill corridor.
With regard to procurement opportunities related to the D-O LRT Project, we currently anticipate issuing the Request for Qualifications (RFQ) for the General Engineering Consultant (GEC) on or about October 13, 2015. The timing of issuing the RFQ for the Program Management Consultant (PM) is currently under review.

Prequalification for General Engineering Consultants
Notice is hereby given that GoTriangle intends to release a solicitation on or about October 1, 2015 for the prequalification phase of selecting qualified General Engineering Consultants (GEC). It is mandatory that all consultants submit a Statement of Qualifications (SOQ) to be considered for the second phase (Request for Proposals) of this solicitation.
When posted, the solicitation will be available at: http://www.triangletransit.org/procurement-opportunities. Candidates interested in submitting a SOQ will need to register through the MyRide System.
If you do not have a login, you can create one easily and for free. This will enable you to view the documents for all open procurement opportunities.
Interested Consultants and Contractors, especially Disadvantaged Business Enterprises (DBEs) are encouraged learn more about the project and the process that will lead to the award of a General Engineering Consultant (GEC) contract in the summer of 2016. The GEC’s scope of work will primarily focus on a three (3) year Final Design/Engineering Phase that will advance the project to a 100% level of design and related services during construction.
Additional opportunities for professional services will include procurement of a Construction Management firm for the Final Design and Construction Phases and a consultant to augment GoTriangle Staff. Construction of the project is expected to begin in 2019, with the start of revenue service in 2025/2026.

GoTriangle (formerly Triangle Transit) is held a presentation about upcoming contracting opportunities for the D-O LRT project, on Thursday, August 20 from 5:30 to 7:30 p.m. The proposed project is a 17 mile, 17 station, light rail transit service in Durham and Orange Counties in North Carolina. Approval by the Federal Transit Administration to move beyond the Project Development phase is expected in February 2016.
